Importing a car to the UAE comes down to three stages: making sure the car can be registered here, clearing it through customs with the correct duty and VAT paid, and completing RTA registration. Settle the first stage before anything ships. A car that cannot be registered in Dubai is expensive to ship and difficult to sell on.
This guide walks through each stage for a privately owned car arriving in Dubai, with a worked duty example you can adapt to your own figures. Opera Shipping’s car import service covers collection abroad, freight and arrival, so you can hand over the logistics once the eligibility questions are settled.
Stage one: confirm the car can be registered here
Check these points before the car is collected, not after it lands.
Steering position. The RTA’s registration service page states that a right-hand-drive vehicle cannot be registered in Dubai unless it has a classic plate. For a UK or Japanese car, this is the first question to answer. Our guide to importing a car from Japan to the UAE shows how that plays out for a Japanese car.
Specification. A car built for another market needs a document from the Ministry of Industry and Advanced Technology (MoIAT) proving Gulf-specification compliance, when compliance is not already shown on its customs card. Our separate guide to identifying a GCC spec car explains those checks in detail. If the car is coming from the USA, our guide to importing a car from the USA to the UAE adds the US title and export filing steps.
History. The UAE bans the import and registration of burnt, water-damaged, rebuilt and non-repairable cars, a rule reported when the regulator introduced it in 2017.
Age. The RTA states there is no age limit to register a vehicle in Dubai. Older cars still face a technical inspection, and cars aged 30 years or more can follow the RTA’s classic vehicle route.
Stage two: customs clearance, duty and VAT
UAE customs duty is 5% of the CIF value, meaning the cost of the car plus insurance and freight to the UAE. Dubai Customs confirms that a 5% customs tax applies to the assessed value of each car cleared as personal effects.
VAT is charged at 5% on top. The Federal Tax Authority’s importer guidance explains that import VAT is calculated on the value of the goods inclusive of customs duty, and that importers who are not VAT registered pay before the goods are released.
A worked example
The figures below are hypothetical and exist only to show how the calculation stacks up. They are not a quotation or an assessment of any real car.
| Item | Amount (AED) |
|---|---|
| Purchase price of the car | 360,000 |
| Freight and insurance to Dubai | 40,000 |
| CIF value | 400,000 |
| Customs duty at 5% of CIF | 20,000 |
| Value for VAT (CIF plus duty) | 420,000 |
| VAT at 5% | 21,000 |
| Duty and VAT before other fees | 41,000 |
Customs assesses the value, so the figure it accepts may differ from the invoice. Keep the purchase invoice, freight invoice and insurance certificate together, because these are the documents that support the CIF value you declare.
Do not assume a personal-effects exemption covers a car. Dubai Customs applies duty to cars cleared as personal effects, and we have not found an official exemption for expatriates importing their own vehicle. Confirm your position with customs before the car ships if you believe a special category applies.
The documents customs asks for
For a car shipped to Dubai, Dubai Customs lists the invoice, the packing list, the bill of lading and a copy of your passport. After clearance, Dubai Customs issues a Vehicle Clearance Certificate. That certificate, and the electronic customs record behind it, is what allows the car to be registered.

Stage three: RTA registration
The RTA lists the following for registering an imported car: Emirates ID, the electronic customs certificate, the sale and purchase agreement, the MoIAT compliance document where required, a passed technical inspection and valid UAE insurance. Imported and previously owned cars go through technical inspection before the plates are issued.
Plan the insurance early, because valid UAE insurance is one of the items the RTA lists for registration.
How to choose the shipping method
The method affects the freight part of your CIF value and the condition in which the car arrives. For a valuable car, a dedicated container keeps it sealed from loading to unloading. Air freight shortens the journey where timing matters, and our guide to air freight car shipping costs explains how that price is built. For a standard running car, RoRo shipping is another option to compare.
What to send for an import quote
Send the make, model, year and VIN, the collection address abroad, the steering position, and the date you need the car in Dubai. Add whether it runs and whether it has any modifications. With those details, we can confirm the practical route and set out the freight, clearance and delivery scope. Start with our shipping quote form.
